NEC Planning processes support greater transparency, collaboration, and accountability regarding NEC investment priorities, funding needs, operations, and project and program delivery. These processes, including the CONNECT NEC long-term planning process, the five-year Capital Investment Plan (CIP), and the Year-One component of the CIP, are required by statute and this plan fulfills the associated statutory obligations. This iteration of CONNECT NEC, C40, includes the FY26-30 CIP in an appendix.
