FSP Project Tracker

Thanks to the Infrastructure Investment and Jobs Act of 2021, the Northeast Corridor (NEC) has entered a historic era of reinvestment, which will result in faster, more frequent, and more reliable service for the millions of Americans that rely on the corridor for leisure and business travel. Among other funding for passenger rail, the IIJA includes $24 billion for the NEC in the Federal-State Partnership (FSP) for Intercity Passenger Rail discretionary grant program. As of December 2024, nearly $18 billion in FSP grant funding has been awarded to critical state-of-good-repair, major backlog, and improvement projects.

The Commission’s NEC FSP Project Tracker summarizes project information and key performance indicators for NEC projects receiving FSP grant awards under the IIJA. Project information included in the dashboard aligns with the NEC Commission’s 5-Year Capital Investment Plan.

 

Please note the following when exploring this tracker:

  • All projects selected for FSP grants during the FY22-23 and FY24 grant cycles are included in this tracker.
  • This dashboard is updated quarterly based on data provided to the NEC Commission by its member agencies.
  • Funding shown as “Committed” includes funding that has been obligated to grant recipients through signed FSP grant agreements as well as funding that has yet to be obligated. Please visit the “Funding Information” tab for each project to learn more about the FSP grant status of individual projects.
  • To track progress, this dashboard relies on key performance indicators (KPIs) calculated as follows:

    Schedule
    • On Track: Current lifecycle stage end date (month/year) matches the end date provided for the baseline reporting quarter.
    • Minor Delay: Current lifecycle stage end date (month/year) does not match the baseline end date, and the delay is less than or equal to 15% of the total stage duration provided for the baseline reporting quarter.
    • Delayed: Current lifecycle stage end date (month/year) does not match the baseline end date, and the delay is more than 15% of the total stage duration provided for the baseline reporting quarter.
    Funding
    • Partially Funded: Committed funding sources reflect between 1% and 60% of the total project cost.
    • Substantially Funded: Committed funding sources reflect between 61% and 99% of the total project cost.
    • Fully Funded: Committed funding sources reflect 100% of the total project cost.
  • All dollar amounts have been rounded to two significant figures. As a result, some totals may not add up due to rounding.
