Special projects include major backlog projects which represent the complete overhaul or replacement of major bridges and tunnels, and improvement projects aimed at creating new infrastructure above and beyond existing assets or replacing existing structures with markedly superior ones. However, as special projects can be large and complex, some improvement projects may include state-of-good-repair elements and certain major backlog projects may include improvement components. Special projects are funded through a mix of sources which may include, but are not limited to: federal grants, funds from state and/or commuter railroad capital programs, and other sources of discretionary funding. With limited exceptions outlined in the Policy, most special projects are not eligible for Baseline Capital Charges (BCCs).
